Kelley Covey Group is a privately owned consulting engineering firm based in Tamworth & Armidale, boasting successful projects across Australia and Internationally.
Kelley Covey Group has a wealth of experience and highly skilled in all facets of project delivery across the spectrum of the residential, tourism, commercial, industrial and public works, environmental, educational, racing, and aged care and retirement sectors.
Our team are internationally and nationally renowned for their work, which includes civil, structural, hydraulic engineering, and landscaping. We also provide comprehensive services in project management and planning, feasibility costing and evaluations, design documentation and professional advice for construction phases for small to large projects.
Short of thinking up the project in the first place – although we’ve have done that in the past – our team can deliver a complete client service, covering every stage of the process and ensures every step from brief to construction to completion runs smoothly.
Managing Director Kevin Covey and Manager Justin Cant take a hands-on approach to every aspect of the business and its projects, from technical expertise, staff management and operations to client liaison, ensuring you peace of mind that your project is given the highest attention at every step.

Quality is achieved by
- Ensuring project performance and staff performance is reviewed periodically to benchmarks set by the Managing Director
- Ensuring that all completed work is reviewed before leaving the office by suitably qualified or experienced staff
- Maintaining the competency and skill of staff at a high level
- All project design and documentation will be fit for purpose, as determined by an Independent Assessor – e.g. Building Certifier, Council Approval, etc
- Regularly auditing the work of Kelley Coveys staff to ensure compliance with company policies by conducting internal audits
- Responding to client enquiries in a timely manner
- Register and maintain preferred supplier or prequalification arrangements with public organisations

Kevin Covey
Managing Director & Principal Engineer
Kevin Covey is the Principal Engineer and Managing Director responsible for a privately owned consulting engineering company comprising of an office in Tamworth and Armidale.
Kevin as Managing Director brings to all his projects his more than 40 years extensive expertise in Civil, Structural, Hydraulic, Fire Engineering, Urban Development, Mechanical, Bushfire Management, Project Management and Greyhound Racing Track Design.
The diverse team of over 20 staff at Kelley Covey Group consist of fully qualified engineers, landscape architects and designers who are conversant in all fields of master planned residential communities, tourist facilities, commercial, environmental, education, industrial, public works projects and aged care/retirement.
The consultancy includes disciplines of civil, structural, hydraulic, environmental, mechanical, landscape architecture, building design and fire safety.
Kevin Covey has previously won “Manager of the Year” – Owner Manager category in the Sunshine Coast Regional Australian Institute of Management Awards.
Kevin is a Fellow of the UDIA and sits on a number of Committees and is the Chairperson at “Not for Profit” Aged Care Board.
Justin Cant
Senior Civil &
Structural Engineer
Justin is the Manager, Senior Civil & Structural Engineer (BEng, MIEAust, CPEng, RPEQ15162, NER2391869, PE2165, PER1962) is responsible for consultancy services for all projects Kelley Covey Group Pty Ltd undertake. Justin brings to all projects his more than 20 years extensive expertise in Urban Development, Civil, Structural and Hydraulic Engineering in Australia.
Justin is experienced in structural engineering involving design of projects in steel, concrete and timber ranging from residential to industrial, commercial and bridgeworks. Justin is experienced in civil engineering involving flood prediction (hydrology), hydraulic analysis/design and subdivision design.
Justin is registered to provide regulated designs in Civil Engineering, Drainage Design, Façade Engineering, Geotechnical Engineering and Structural Engineering and can provide the services of a Principal Design Practitioner.
Justin actively participates in the promotion of understanding engineering in the community through events like the Science and Engineering Challenge. In his spare time, Justin is a registered Official with Tennis Australia and assists with local and state tournaments.
Justin has been leading the staff and the office over the past 15 years and has recently become a shareholder in the business and as such is striving to continue the work ethic and team building to ensure that the Kelley Covey Group continues with it’s success that has seen the company grown from a small number of staff to over 20 staff members presently.

Matthew Ferris
Senior
Civil Engineer
Senior Civil Engineer Matthew Ferris (BEng, AdDipMgt) is a qualified civil engineer with a post-graduate diploma in Project Management, and has completed many local government and IPWEA related training courses, including Bridge Inspection Level 2, NAMS+ asset management and Powers and Duties of a Local Government Engineer.
Matthew has extensive experience in Project Management, Environmental Planning, Civil Engineering involving residential subdivision design and construction, pavement design, testing, construction and maintenance, hydrologic modelling, hydraulic analysis/design; sewer and water supply network analyses and Water Sensitive Urban Design.
Matthew has a diverse background including eight (8) years in Local Government with roles in development planning and assessment, infrastructure design/construction and asset management, as well experience in the private sector in construction, materials manufacturing and project management. Matt’s previous roles included quarry and NATA laboratory management and airfield construction and maintenance, including four years working at Defence airfields across the country.
Matthew has (10) years’ experience in his current role at Kelley Covey Group leading a growing team of engineers in the planning, design and project management of a broad and diverse range of projects and has recently become a shareholder of the Kelley Covey Group and is looking forward to growing the business over the coming years.
Damian Cook
Senior
Building Designer
Damian has been an integral part of the Kelley Covey team for the past 19 years. Initially joining the company as a junior civil design draftsman, Damian brought with him a wealth of experience in surveying and civil design. His expertise quickly proved invaluable, seamlessly integrating into the civil design team and enhancing the company’s capabilities. During this time, Kelley Covey successfully designed and managed a wide range of civil projects, including roads, bridges, carparks, and local subdivisions, thanks in part to Damian’s contributions.
After approximately eight (8) years in the civil design department, Damian embraced the challenge of managing the structural designs and geotechnical assessments for the company’s residential projects. In this role, he has overseen the geotechnical and structural designs for our long-term clients, ensuring precision and reliability in every project. Currently, Damian leads a team of young engineers and draftsmen, conducting comprehensive geotechnical investigations and designing engineered slabs and footings for all kinds of residential projects. His team caters to a diverse clientele, including established clients, owner-builders, and those needing specialized structural engineering for complex house builds.
Damian’s commitment to excellence is evident in the way he manages his team, fostering a collaborative and innovative environment. He consistently seeks out new technologies to improve project outcomes and client satisfaction. His leadership style is hands-on, often working closely with his team to ensure that every detail meets the highest standards of quality and safety.
Recently, Damian became a shareholder in Kelley Covey, marking a significant milestone in his career and the company’s history. His vision for the future involves not only maintaining the high standards Kelley Covey is known for but also expanding the business to explore new opportunities and markets. Damian is dedicated to continuing to serve both existing and future clients with the same level of commitment and professionalism that has defined his tenure at the company.
